<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and a control method, which forms a good image free from degradation in image quality by preventing developer from clogging between a developing roll and a photoreceptor, thereby rotation of a photoreceptor from being stopped. <P>SOLUTION: The image forming apparatus has: a rotating image holding body; a developing device which supplies a two-component developer to an electrostatic latent image formed on a surface of the image holding body, by a plurality of developing rolls comprising a forward rotation developing roll rotated in the same rotation direction as the image holding body and a reverse rotation developing roll rotated in a direction opposite to the rotation direction of the image holding body, to develop the electrostatic latent image into a toner image; and a control means which controls driving of the plurality of developing tolls and driving of the image holding body.
