<P>PROBLEM TO BE SOLVED: To provide a fuel cell system in which a user or ambient people or organisms can avoid risk of poisoning of carbon dioxide and its byproducts during power generation of a fuel cell and capable of enhancing safety. <P>SOLUTION: A CO<SB>2</SB>concentration detecting part 30 detects the concentration of carbon dioxide in the ambient environment of a power generation part 10 (the concentration of carbon dioxide in the external environment). A control part 35 controls a power generation part 10 to conduct power generation when the detected carbon dioxide concentration is lower than a prescribed threshold concentration Th, and controls the power generation part 10 to stop power generation when the detected carbon dioxide concentration is the threshold concentration Th or higher.
