PURPOSE: A multitude video coding device and a method thereof are provided to support a function through which the resolution and motion speed of a video simultaneously and two or more video compression technology in order to reflect requirements of an operator to the maximum. CONSTITUTION: A video requirement value reception unit(105) receives a digital video requirement value from the outside. According to the digital video requirement value, an video modulation unit(101) support M-JPEG and H-264 video compression technology at the same time. The video modulation unit changes the resolution and motion speed of a video at the same time. The video modulation unit transmits different digital video coding values to the outside through a network interface(104). A digital video signal recovery unit recovers a digital video signal into a screen display video.
