<P>PROBLEM TO BE SOLVED: To measure a charged amount of toner which is highly correlative with a development characteristic in a development stage in an electrophotographic process. Ž<P>SOLUTION: An electrostatic latent image electric field for allowing the toner to adhere onto the surface of a toner carrier is formed by charging the surface of the toner carrier of an insulator film having a conductor layer on the rear surface, and, while applying a bias voltage between the toner carrier and a toner supply means in the provided state oppositely to the surface of the toner carrier, the charged toner is supplied and allowed to adhere onto the surface of the toner carrier. A charged amount and an adhesion amount of the toner in the adhering state onto the toner carrier are measured, to thereby determine a specific charge Q/M of developed toner.
