PROBLEM TO BE SOLVED: To easily manage a processing state in a delivery server without imparting load on the delivery server. SOLUTION: During a time period from requesting for transaction processing from a processing state management apparatus 101 connected with the delivery server 102 to the delivery server 102 which performs the transaction processing for registering or deleting content to be delivered until receiving of completion notice of the transaction processing from the delivery server 102, state information indicating a state of the transaction processing in the delivery server 102 as being under processing is stored in a processing state management apparatus 101.
