PROBLEM TO BE SOLVED: To provide a control system for an internal combustion engine preventing a stall without impairing operation feeling even if an accelerator is rapidly opened under a no-load condition of the internal combustion engine. SOLUTION: In the control system for the internal combustion engine controlling the operation of an electric motor (actuator) driving a throttle valve installed in an intake pipe of the engine, actual throttle opening TPS, accelerator opening APS, and engine speed NE are detected (S10, S12), target throttle opening THd of the throttle valve is calculated (S20) based on the detected accelerator opening APS and the engine speed NE, and the operation of the electric motor is controlled (S36, S38) so that the detected actual throttle opening TPS becomes the calculated target throttle opening THd when it is determined that the engine is under the no-load condition (S32).
