A child lock device is provided to operate only while a vehicle is running but not when the vehicle is stopped running so that a vehicle door is opened from the inside of the vehicle for the escape of passengers in the case of an accident. An inside handle part(10) has a handle element(20) and an electromagnet part(60) facing the handle element and pulling the handle part by magnetic force generated by power supply during the running of the vehicle so as to prevent a vehicle door from being opened. In order to open the vehicle door in the vehicle when the vehicle stops, the handle element has a bolt coupling hole(22) for the movement of the handle element in the inside handle part, a movement hole part(24) formed at a connection portion between the handle element and a handle rod(70), and an extension part(26) protruded in the concave shape at a side of the handle part. A steel element(30) is integrated into the extension part.
