<P>PROBLEM TO BE SOLVED: To provide a stirring member and a stirring device which quickly and surely stirs powder when powder is supplied, where the stirring device is designed so that powder is stirred surely, even if the stirring member is rotating at a high speed. <P>SOLUTION: The powder stirring member 31 includes a center shaft 43; an internal vane 41 set along the center shaft 43 and having a spiral; and an external vane 42, having the center shaft 43 as its rotation axis and having a spiral formed in an opposite direction to that of the internal vane 41.
