An elastic paving materials is provided to be mixed with the mineral bead emitting the negative ion and to be installed conveniently in the field. An elastic paving materials comprises a basic layer(10) in which the synthetic resin binder and waste cement aggregate are mixed and which is made, a superficial layer(20) which comprises the color waste rubber chip, the polyurethanes chip, the EPDM chip, the negative ion bead, and the synthetic resin binder.
