A plasma lamp and a manufacturing method thereof are provided to emit light by reacting an electromagnetic wave transferred through a waveguide made of dielectric material to rare gas and a luminary. A plasma lamp includes: a waveguide(101) which is made of dielectric and connected to electromagnetic energy source; a bulb(102) which is charged with non-active gas and luminary which emit light when receiving electromagnetic energy through the waveguide; a conductive layer(104) which is applied to a surface of the waveguide; and a protective layer(105) is applied to a portion or an entire surface of the waveguide to which the conductive layer is applied.
