PROBLEM TO BE SOLVED: To provide a warning system, an on-board device, a transmitting device and a warning method, for warning access of the other vehicle at a merging point. SOLUTION: The on-board device 20 calculates, based on distance L1 between intersections A and B and predetermined accelerationαand speed V1 of other vehicles 40, time T1 for the lead vehicle of the other vehicles 40, ... which leaves the intersection A when the signal color of a traffic light 40 corresponding to a preferential road R1 at the intersection A changes to blue to reach the intersection B. The on-board device 20 determines, based on an own vehicle position and position information of the intersection B, distance L2 from the own vehicle position to the intersection B, and calculates arrival time T2 at which the own vehicle reaches the intersection B based on own vehicle speed V2.
