An always-on service control system and a method thereof are provided to efficiently use network resources as the side of a mobile communication network determines whether to set a terminal's state for an always-on service to "on" or "off" according to how frequently the user of the terminal uses a data service and delivers a result to the terminal so that the terminal can turn on or off the always-on service. An always-on service control system comprises a terminal(10-1), a PDSN(Packet Data Serving Node)(60), an AAA(Authentication, Authorization, Accounting) server(70), an AMS(Always-on Management System)(80), and a BPS(Bootstrap Provision System)(90). After executing location registration if power is supplied, the terminal attempts a PPP session connection to use an always-on service if the always-on service is in an on state. The PDSN establishes a PPP session connection with the terminal according to a PPP session connection request from the terminal. The AAA server receives a billing start/stop request message whenever the PPP session connection with the terminal is established or released, and extracts AAA billing information from the billing start/stop request message. The AMS manages the number of session connections, based on a session ID contained in the AAA billing information provided from the AAA server. If the number of session connections within a preset period meets a preset number, the AMS sets the terminal's state for the always-on service to "on". If not, the AMS sets the state to "off". Notified that the terminal's state for the always-on service has been changed, the BPS provides the changed information to the terminal through an SMS message. An MSC(Mobile Switching Center)(40-1) which is connected to at least one BSC(30-1) exchanges a call with the BSC.
