PROBLEM TO BE SOLVED: To solve the following problems: an increase in an electric resistance value on the surface of an electrode for preventing adhesion of organisms occurs after long-term usage to decrease an electron transfer velocity between microorganisms and the electrode, make uniform impression of a setting electric potential over the whole of the electrode difficult, the electric resistance value on the surface of the electrode can be reduced by the conventional method where platinum is carried on the surface of the electrode, but increases when the platinum is consumed after a long-term use, and the conventional method using platinum also has a large problem with cost. SOLUTION: Iridium oxide of 35-65 mol% and tantalum oxide of 65-35 mol%, calculated as metal, are carried on a part of a substrate made of titanium or a titanium alloy, required to be prevented from organism adhesion, through a conductive titanium oxide layer, so that an electrochemical antifouling effect can be obtained stably for a long time.
