A phase shifter is provided to prevent a phase characteristic and an amplitude characteristic from being deteriorated by adding a resistor to an inductor. A phase shifter includes first switch elements(Q1c,Q1d), first inductance circuits(L1c,R2c), second switch elements(Q1a,Q1b), and a second inductance circuits(L1a,R2a). The first switch elements connect a connection point of a monopole side pole side with a low pass filter. The first inductance circuits are coupled to the first elements in parallel. The second switch elements couples the connection point of the monopole side with a high pass filter, and is operated independently from the first switch element. The second inductance circuits are coupled to the second switch element in parallel. The first inductance circuit is composed of the inductor and the resistor which are coupled in series.
