PROBLEM TO BE SOLVED: To automatically obtain a condition of traffic congestion even in general roads. SOLUTION: A vehicle has a GPS function. A position and speed transmission device mounted on the vehicle transmits the position information acquired by the GPS function and the travel speed information acquired by the speedometer of the vehicle to a congestion information control server in real time at specified time intervals. The congestion information control server calculates the relation between "the number of traveling vehicles and the traveling speeds of the vehicles" as traffic patterns based on the information received, collates the calculated traffic patterns with several types of typical traffic patterns stored in the database beforehand, obtains the condition of traffic congestion from the matched traffic patterns, and provides it as the information on traffic congestion to the traveling vehicles.
