A packing ring assembly and a steam turbine are provided to dispose an element so that the packing ring assembly can extend to the circumference of a shaft having a spring loaded bar making contact with a fixing element. A packing ring assembly includes a packing ring segment, a bar(30), a cover plate, and a spring. The packing ring segment has an axial slot(32). The bar is disposed in the slot. The cover plate is disposed along the outer periphery of the packing ring segment. The spring is compressed between the bar and the cover plate. The packing ring segment can be moved between a small gap position on the innermost side and a large gap position on the outermost side with respect to a rotary element.
