The device has a hand rail (3) formed of a tubular body and developed from an access structure (2) e.g. ladder, in a direction in which the structure is surmounted. The hand rail forms a grip handle for a tank e.g. swimming pool, user positioned at an access inlet. The hand rail is coupled with the structure in a permanent manner. The hand rail alternatively passes from an active position in which it extends above the structure and forms the grip handle and an inactive position in which it is retracted partially inside the structure for extending below a water surface level (8) in the tank. An independent claim is also included for a hand rail arranged for cooperating with a structure for access of the type staircase or ladder and forming a device for accessing the interior of a tank.
