PROBLEM TO BE SOLVED: To transmit control information requested by a user to an electrical appliance, through simple operation in a remote controller which transmits control information to the electrical appliance, in response to user operating instructions. SOLUTION: A decision is made (#1) whether the pattern of a contact signal, when a user holds a remote controller matches a registered pattern, and a user using the remote controller is recognized as a user belonging to the registered pattern, if both patterns match (#3). When a decision is made that operation has been instructed ("YES" in #4), use time is recognized (#5) by time information from a time recognition means and then the use place is recognized by the place information from a place identification means. A decision is then made (#7) whether an operation instruction detected at #4 exists, in combination of use place and use time preset for each user (#6), and control information corresponding to that operation instruction is transmitted, if it exists ("YES" in #6).
