An apparatus and a method for processing a video signal are provided to generate a reference signal by inverting an internally input video signal without using an external device for generating the reference signal, thereby reducing time for generating the reference signal, reducing flicker, and improving display reliability. A video signal processing apparatus comprises a signal inverter(300) for inverting a video signal including a synchronous signal, an ADC(Analog to Digital Converter)(320) for converting the video signal inverted by the signal inverter into a digital signal, and a reference signal generator(330) for generating a reference signal from the video signal converted by the ADC(320). The apparatus further comprises a multiplexer(310), connected between the signal inverter(300) and the ADC(320), for selecting and outputting one of the inverted video signal and the non-inverted video signal.
