<P>PROBLEM TO BE SOLVED: To perform a transaction processing without incorporating a card storage part in order to issue a new card by allowing even the card without data to be inserted, in a machine without a built-in card storage part concerning a card treating method and a program for the automatic transaction machine for recording a transaction content in the card having a magnetic stripe (MS). <P>SOLUTION: When a user inserts the card from the outer part of the automatic transaction machine, the content of MS of the card is read, so as to determine whether an MS reading result includes data or not. When it is determined that data is not included, dummy data is written in the position of the MS, so as to determine whether writing is normally performed or not. The card is returned when writing is not normally performed and a transaction is performed when writing is normally performed. When the data is included in the MS reading result, it is determined whether the data is the overwritable data or not.
