PROBLEM TO BE SOLVED: To limit maximum charge/discharge amount of a battery pack without requiring an arrangement for detecting the voltage of each cell. SOLUTION: A comparing circuit section B1-Bn compares the voltage of each cell s1-sn with each of a plurality of prepared threshold voltages and delivers a signal dependent on the comparison result to a control unit 10. Based on a current level detected by a current sensor 3 when a signal is delivered from the comparing circuit section B1-Bn, and a threshold voltage corresponding to the output signal, the control unit 10 calculates the internal resistance Rmax having a largest voltage variation. The voltage Vc of a cell having a largest voltage variation is calculated based on the Rmax thus calculated, and then the maximum charge/discharge amount of a battery pack 1 is limited based on the voltage Vc thus calculated.
