PROBLEM TO BE SOLVED: To provide a tire chip manufacturing apparatus for obtaining a rubber chip having a size, for example, suitable for a fuel for thermal power generation and having no whisker on a peripheral edge. SOLUTION: A through hole 4 having a predetermined diameter is provided on a peripheral surface of a rotation drum 3 rotatably supported on a base 1 provided with a curved recessed surface 2 and arranged along the curved recessed surface and at least one scraping plates 12, 13 in an axial direction are provided on an inner peripheral surface and an outer peripheral surface of the rotation drum with a constant gap in a circumferential direction respectively. The scraping plate 12 at the outer peripheral surface side is approximately slide-contacted with the curved recessed surface and the scraping plate 13 at the inner peripheral surface side is approximately slide-contacted with a guide plate 14 having a circular surface and inserted into the rotation drum. An upper end side of the guide plate is connected to a hopper 15 and a pair of rotation blade bodies 16, 17 comprising a special structure is rotatably provided below the hopper 15 while engaged with each other.
