PROBLEM TO BE SOLVED: To obtain a radio controller (RNC) capable of continuously communicating without interruption of user data when one of a plurality of protocol processing units is switched over to another unit.

SOLUTION: The RNC2 reads secret information from a processing unit (231 for example) for realizing protocol processing of FP (Frame Protocol) and MAC (Medium Access Control) and hands it over to another protocol processing unit (232 for example). Thus conversation is succeeded and the UE41 is not made conscious of the transfer of the processing.
