The present invention, illustrated in figure (3), provides a system, for raising a manhole ring (16) during the construction of roads, that include placing a generally tubular form (22) on a manhole cone (10) in an excavation, and a method of, and trimming/cutting tool (83) for, adjusting the height of the form (22). Preferably, the cutting tool (83 ) is positioned inside the form (22) and is rotated around to cut a ring of material off of the top of the form. The cutting tool (83) is set at an elevation, indexed off of the pavement around the excavation, which results in the form being cut to a desired height. The form (22) may include a stabilizing system (69) for holding the form (22) in place on the manhole cone (10). The stabilizing system (69) comprises: a weight (76), a plurality of stabilizing and weight positioning rods (72), which retract into arms (70), and are held in place by wing screw s (71). Ends (73) penetrate through the form wall (23). An X-shaped jig frame (30) secures a trimming tool without significant obstruction to the hands and vision of the operator. The X-shaped jig frame comprises a circular member (31) and an x-shaped support members (32), shaft (40) and bushing (48). Vertical positioning tabs (36) maintain the frame (36) in horizontal orientation with the road surface adjacent the excavation (91). The trimming tool (83) comprises an electric or more preferably a pneumatic die grinder, which is mounted on a telescoping arm (82). The telescoping arm (82) slides through swinging arm (81).
