PROBLEM TO BE SOLVED: To provide a proximity electrifying device, by which a contribution can be made to the longer life of an electrostatic latent image carrier using a proximity electrifying system of averting the problems of a contact electrifying system, and also electrification can be stably performed, its potential can be controlled with simplicity and high accuracy and ozone generation can be drastically reduced and which is easily manufactured and which itself has high durability. SOLUTION: In the proximity electrifying device for electrifying the image carrier by applying a voltage to an electrifying member arranged in proximity to the image carrier, the electrifying member is a roller member equipped with a conductive member of a cylindrical or columnar shape, a resistance layer of a volume resistivity 105 to 1,012Ωcm and a resin layer dispersed with conductive particulates covering its surface. The roller member is contactless with the image carrier and has the proximal spacing of 5 to 150μm and a magnetic substance is used as a conductive material for the resistance layer.
