PROBLEM TO BE SOLVED: To provide a wavelength flat type optical coupler with superior performance, and its manufacturing method. SOLUTION: Disclosed is a method for manufacturing the wavelength flat type optical coupler by stranding two or more optical fibers, fusing and drawing a coupling area of the two or more stranded optical fibers, and stopping the fusion drawing is stopped when polarization dependence becomes minimum with insertion loss within a specified range. The wavelength flat type optical coupler has a coupling area formed by setting a fusion drawing condition under which polarization dependence becomes minimum with insertion loss within a specified range as to specified optical fibers, preliminarily drawing at least one of the two or more optical fibers, stranding the two or more optical fibers together, and fusing and drawing the two or more standard optical fibers so that the set fusion drawing condition is met.
