A management network has management devices (MD) at different management levels. One MD functions as an element manager (OMC) and the other MD as a network manager (NMC) assigned to the element manager in its function as an agent. Independent claims are also included for the following: (a) An element manager in a communications network's management system for handling alarms; (b) and for a communications system for handling alarms through a management network with management devices.
