PROBLEM TO BE SOLVED: To provide a development device that can realize an electrification effect, in particular, by means of a flow of developer scraped by a layer thickness regulating member despite miniaturization of the development apparatus, high productivity, etc., and that can hinder troubles caused by deficient electrification of the developer. SOLUTION: The development device is provided with a developer inducing member 60 that is disposed between the layer thickness regulating member 14 and a stirring conveyance member 16 and that hinders excessive developer 2 scraped by the layer thickness regulating member 14 from flowing towards the stirring conveyance member 16 but induces it to flow towards a development roll 13.
