PROBLEM TO BE SOLVED: To provide a sheet feeder capable of securely feeding sheets by securely operating a manual moving means and an image forming apparatus having the sheet feeder. SOLUTION: A sheet loading means 4 for loading sheets thereon is installed under a sheet feeding means 2. An intermediate plate 1 vertically movably fitted to the sheet feeding means side end part of the sheet loading means 4 is manually moved by a manual movement member 8 selectively between a first position where the sheets loaded on the sheet loading means 4 are pressed against the sheet feeding means 2 and a second position where the sheets are separated from the sheet feeding means 2. Since, when the manual movement member 8 is disposed above the sheet loading part 4a of the sheet loading means 4, the visibility can be increased and the manual movement member 8 can be disposed in a direction orthogonal to a sheet feeding direction.
