PROBLEM TO BE SOLVED: To provide a binder of a file excellent in appearance and on/off smoothness. SOLUTION: The binder is equipped with a pair of revolving members 4A and 4B of which the outer end parts are joined to a base part 3 in a revolvable manner and the binding levers 7A and 7b having a partial annular shape fixed to the revolving members 4A and 4B. The opposed binding levers 7A and 7B are moved between a full-closed position C where the levers 7A and 7B are overlapped with each other over an almost total length, a semi-open position HO where the leading ends thereof are mutually overlapped partially and a full-open position O where the leading ends thereof are spaced apart from each other by a predetermined distance by the revolution of the revolving members 4A and 4B. The inner end parts of the revolving members 4A and 4B are joined in a separable manner so as to be mutually revolved and the revolving members 4A and 4B are supported on the base part 3 in a slidably movable manner. These revolving members 4A and 4B are revolved between the full-closed position C and the semi-open position HO while the outer end parts of them are slid in such a state that the inner end parts of them are joined mutually and revolved between the semi-open position HO and the full-open position O in such a state that the mutual joining of the inner end parts of them is released to separate the inner end parts.
