PROBLEM TO BE SOLVED: To speed up initial bit allocation processing which specially requires a long time in bit allocation processing of a subband encoding system of MPEG, etc., while maintaining sound quality and to reduce the total operation cost of the whole bit allocation processing. SOLUTION: An allocation table storage part 11 stores an allocation table in which the numbers of bits initially allocated to respective subbands are defined. An initial allocated bit number change part 12 automatically selects the allocation table from the allocation table storage part 11. An initial bit allocation part 14 allocates initial bits to the respective subbands according to the contents defined in the selected allocation table. A bit allocation part 16 allocates bits to the respective subbands for the number of the remaining allocatable bits. COPYRIGHT: (C)2003,JPO
