PROBLEM TO BE SOLVED: To simply revise a resource in a short time. SOLUTION: A master unit 1 is provided with a resource table 161 for storing data cross-references between resource contents and operating states and with a resource information transmission control unit 151, which transmits all stored data in the resource table 161 to a communication terminal 3-1 being a requester upon the receipt of an acquisition request of resource information from communication terminals 3-1 to 3-n. Further, the master unit 1 is provided with a resource information rewrite control unit 152, which rewrites data indicative of the operating state of a corresponding resource in the resource table 161 when receiving resource revision control information including a revision request denoting revision of the resource, revision contents, and a resource ID being a revision object from the communication terminal 3-1.
