PURPOSE: A method of controlling UBR(Unspecified Bit Rate) traffic in an ATM exchange and a method thereof are provided to flexibly determine a UBR band according to cell traffic situations in an egress subscriber end, and to process UBR user cells according to UBR band information determined in an ingress subscriber end, thereby securing service quality of real-time traffic without band consumption. CONSTITUTION: A traffic situation decider inputs a traffic load signal and a traffic congestion state signal, and decides cell traffic situations incoming to an egress subscriber end(S301,S302). The traffic situation decider decides whether the cell traffic congestion state signal outputted from an egress buffer is a state signal showing traffic congestion(S303). If not, the traffic situation decider confirms a cell traffic load signal outputted from a load measurer, and decides whether traffic load measured by the load measurer is less than a reference value(S304). If so, the traffic situation decider increases a current UBR band(S305), and processes a UBR user cell in an ingress subscriber end of the other party's subscriber board B according to the increased UBR band information(S306).
