PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having a low ESR characteristic. SOLUTION: The electrolytic capacitor contains an aggregate in which a phosphate anion is combined to a water-soluble metal complex. A solvent has water as the main ingredient in a capacitor element provided with an anodic foil or a cathodic foil having a capacitance of 5.5μF/mg or over per unit etching reduction amount in 20.5 V of dielectric strength, foil resistivity per unit area of 0.4 to 0.79 mΩ, a foil width of 8 to 25 mm, and a foil area of 1500 mm<2> or over. Therefore, the resistance of the electrode foil and the resistance of an electrolyte between electrode foils are reduced, and the contact resistance of a bonded portion between the electrode foil and an electrode leading terminal is also reduced. Thus, the electrolytic capacitor has a low ESR characteristic.
