PROBLEM TO BE SOLVED: To provide a paper with a watermark, having the watermark part with a clear and vivid outline while reducing the reduction of the strength of the paper. SOLUTION: A paper face 2 of a blank paper 1 is pushed by a seal face of a relief printing plate to plastically deform the paper face 2 of the paper 1. A concave part 3 of the printed image copying the pattern or the like of the seal face of the relief printing plate is formed on the blank paper 1 by the plastic deformation of the paper face 2 so as to have the concave shape. After the formation of the concave part 3 of the printed image, a luster coating material is coated on the paper face 2 of the blank paper 1, that is the concave-formed face of the concave part 3 of the printed image in the blank paper 1 so as to form a layer, to allow the luster coating material to penetrate into the paper face 2 and the concave part 3 of the printed image. When the luster coating material penetrated into the paper face 2 and the concave part 3 of the printed image is solidified, a covering layer 4 is formed by the luster coating material remaining on the paper face 2 and the concave part 3, and the impregnated layer 5 is formed by the luster coating material impregnating the blank paper from the paper face 2 and the concave part 3. As a result, a watermark pattern 6 copying the prescribed pattern or the like is formed at the position corresponding to the concave part 3 of the printed image of the blank paper 1.
