PROBLEM TO BE SOLVED: To correct an area division result by using the pixels of a neighborhood area to be processed. SOLUTION: A memory 271 preserves a pixel value B' (i, j) of a binary picture indicating a corrected area division result outputted from a subject probability calculating part 203 for a whole picture. A neighborhood area corresponding to coordinates to be corrected can be constituted of pixels within a prescribed distance (within a circle having a prescribed radius) from the coordinates (i, j) to be corrected, or pixels in a square-shaped area decided by a preliminarily set constant m, or pixels in an area set by another method. A background correcting part 272 selects only pixels judged as a subject by a background difference calculating part 202 or the subject probability calculating part 203 in the neighborhood area of the pixels of the coordinates (i, j), and corrects the area division result by using a value calculated by weighting and then averaging the selected pixel value with corresponding subject probability.
