PROBLEM TO BE SOLVED: To settle a problem of being unable to perform water permeable pavement by block pavement because water cannot be drained in a mutual horizontal directional communication cannot be obtained as respective blocks are separated and independent in the horizontal direction by an injection joint material, though water permeates in the vertical direction when using water permeable blocks as the blocks in the block pavement laid with pavement blocks on an aggregate layer laid on a base layer of a road. SOLUTION: The pavement blocks are laid all over in a mutually close contact state on the aggregate layer laid on the base layer of the road, and the pavement blocks are integrally stuck by injecting and filling cement asphalt mortar into the aggregate layer from an injection hole by a state of deviating the closely laid pavement blocks at prescribed intervals. The mutual pavement blocks are formed as a mutually close contact structure, and the pavement blocks are formed of the water permeable blocks, and are formed as a structure for draining water by the mutually continuing water permeable blocks.
