PROBLEM TO BE SOLVED: To miniaturize and simplify the whole structure by laying the rotating hand of a turret device for receiving a cylindrical member from a rack device in opened and closed states by vertically and horizontally rotating it. SOLUTION: In this carrying and retaining method for cylindrical member, a vertical pair of rotating hands 7 provided on a frame 32 is rotated vertically and horizontally through a vertically movable rod 41 and a gear means 100, whereby the rotating hands 7 are laid in the opened state X and closed state Y to catch the cylindrical member 5.
