PROBLEM TO BE SOLVED: To obtain a coating material composition for forming a coating film having hydrolyzability and biodegradability. SOLUTION: This coating material composition comprises (1) an aliphatic polyester containing at least one kind of unit selected from the group consisting of a hydroxy acid unit, a diol unit, a dicarboxylic acid unit and a cyclic ester unit as a structural unit or (2) an aliphatic thermoplastic containing at least one kind of unit selected from the group consisting of the hydroxy acid unit, the diol unit, the dicarboxylic acid unit and the cyclic ester unit and a polyfunctional cyanate unit as structural units and a crosslinking agent.
