PURPOSE: A liquid developer device and a method thereof are provided to improve the developing capability of the developer device with a simplified structure. CONSTITUTION: A liquid developer device includes an electrostatic latent image forming device, a toner cluster emitter(22), and a carrier solvent reducer device. The electrostatic latent image forming device forms the electrostatic latent images on a latent image-bearing surface. The latent image formed on the latent bearing body is developed into a visual toner by using a liquid toner in which toner particles are dispersed. The toner cluster emitter(22) emits the induced toner cluster into the latent bearing body by using an electrostatic force based on the potential of the latent image. The carrier solvent reducer device reduces the carrier solvent on the visual toner so as to form a dot on the visual toner on the latent bearing body.
