PROBLEM TO BE SOLVED: To change a relief pressure when it is necessary. SOLUTION: In an industrial vehicle, a hydraulic power unit 30 for loading and a torque converter 21 for traveling are driven with an engine 20, a variable relief valve 80 is provided on a hydraulic oil discharging passage 46 from a selector valve 44 of the hydraulic power unit 30 for loading, and the relief pressure is changed by operation in a driving part 8. Then, when it comes to the point so that loading force and a drawbar pull are desired, a relief pressure to the variable relief valve 80 is changed by the operation in the driving part 8, so that it is possible to temporarily change a distribution ratio of engine torque distributed to the hydraulic power unit 30 for loading and the torque converter 21 for traveling, and to increase the loading force and the traction force.
