PROBLEM TO BE SOLVED: To manufacture a cotter at a low cost, and to inhibit the number of the cotters minimally by interposing the cotter to the joining section of a building frame and a wall body and forming the cotter of a base section and a projecting section made of steel. SOLUTION: A cotter 15 is formed of a base section 16 and a projecting section 17 projected to one surface side of the base section. The base section 16 and the projecting section 17 are formed of a steel plate at that time, and these base section and projecting section are welded and unified mutually. Blasting treatment or the like is executed to the adhesive surface side of the base section 16 as required, and bonding is improved. A column and a beam are installed to an existing building frame by bonding the adhesive surface to the column and the beam with adhesives. Consequently, shear force is transmitted surely between a wall body and the wall body extended in case of the generation of an earthquake, and an earhquake-resistant reinforcing effect by the wall bodies is displayed effectively. Accordingly the cotter 15 is lightened in weight, and workability can be greatly improved.
