PROBLEM TO BE SOLVED: To restore existing vegetation by easily utilizing soil existing on a slope before construction work corresponding to site conditions such as shape of the slope, thickness of a surface soil layer. SOLUTION: Compressed air is blown off against a slope 1 to remove fallen leaves 4 existing on a surface soil 2, and thereafter compressed air is blown off or water pumped up from a reservoir 5 provided at a toe of the slope 1 is sprayed on the slope 1 to scour it. The surface soil 2 obtained by scouring the slope 1 is then stored in the reservoir 5. And muddy surface soil 2a formed in the reservoir 5 is laid over a newly formed slope 1a or filled into pockets provided on the slope 1a to effect vegetation.
