PURPOSE: A prefabricated heating panel is provided to effectively control the horizon of each heating panel and to effectively distribute the heat generated from a hot water pipe. CONSTITUTION: The prefabricated heating panel is formed by:plural penetrated slots(6) provided on a piping groove(2) of a unit panel(1); a metallic heat conductive substrate(7) having an exothermic unit(7b) formed lengthwise where a hot water pipe(10) is piped; the unit panel(1) having at least more than sixteen horizontal control screws(5); an end part(8) of the unit panel(1) formed as sharp to minimize the contacted surface with the ground surface; and a central groove(9) formed to be penetrated upwards and downwards in the center of the unit panel(1) to interrupt the upper area with a cover(9a).
