PROBLEM TO BE SOLVED: To provide an inexpensive manufacturing method for a thin-film EL element and the thin-film EL element provided with an alkaline-earth metal sulfide EL luminescent layer preventing adsorption of carbon dioxide and vapor, etc., into the surface of a substrate, and having an excellent luminance and a long life without heat treatment after the formation of the luminescent layer. SOLUTION: A lower electrode 2 and a lower insulating layer 3 are sequentially formed on a substrate 1, and a luminescent layer 4 for EL including an alkaline-earth metal sulfide is formed on the lower insulating layer 3. An over layer 5 is formed by providing a compound of IIb-VIb groups such as zinc sulfide(ZnS) or that to which a luminescence center such as Mn is added, directly onto the luminescent layer 4. An upper insulating layer 6 and upper electrodes 7 are provided on the over layer 5, and the upper electrodes 7 are connected to a power source 8. Lateral faces 4a, 5a of the luminescent layer 4 and the over layer 5 are covered with the upper insulating layer 6.
