The grip surfaces (9, 11) of the handles (8, 10) used to manipulate the instrument (1) are joined together at their free end by a bow-frame-shaped leaf spring (16) whose free ends extend parallel to these surfaces. A tube (2) and rod (3) are arranged coaxial to each other in the length direction of the instrument. Each of these two members has a work tool (4, 5) at its distal end and a handle at its proximal end, the handle having a grip surface parallel to and located on one side of the instrument length axis. The handles are used to pivot the two members relative to each other.
