PROBLEM TO BE SOLVED: To enable the acquisition of a common buffer from other lines to prevent influence on other lines by stopping memory transfer to a receiving buffer when the receiving buffer overflows to a line for burst traffic communication. SOLUTION: When an individual buffer managing means 2a detects a free buffer decreasing below a specific shortage threshold value as a buffer in a reception completion/nontransmission state increases owing to the generation of a burst frame as to the receiving buffer 2 of a subscriber 1 of #0, that is reported to a control part 5. Consequently, the control part 5 performs control so as to stop the reception of the receiving buffer 2 of #0. After the reception is thus stopped, a common buffer managing means 4a informs the control part 5 that the free buffer of the common buffer 4 increases above the previously set normal threshold value in such a case and performs control so as to resume the reception of the line in the reception stop state.
