PROBLEM TO BE SOLVED: To permit a clerk to easily and strictly check whether a user possessing a card is the person himself or not by confronting two pieces of information on measurement information and individual identification information, judging whether the user is the person himself or not by means of a judgment circuit and informing an external part of the result of the judgment circuit. SOLUTION: A picture processing part 56 processes picture information on the eye 2a of the user 2, which is measured by the detection sensor of an information detection device 17 on the eyes, into a signal which a central controller 8 can read and the judgment circuit 57 can discriminate. The judgment circuit 57 compares individual identification information of an IC card 15-side, which is obtained by communication with an information communication device 16, with information on the eye 2a of the user 2-side, which is measured by the information detection device 17 on the eyes so as to judge whether the user 2 possessing the IC card 15 is the person himself or not is judged. An external recognition means 12 displays it on the external part based on the judged result. Thus, the clerk can easily and strictly check whether the user processing the card is the person himself or not. |
