PROBLEM TO BE SOLVED: To enable simultaneous solution of the swelling of nuclear fuel under irradiation and problems caused by the release of volatile fission products which brings about a local stress in a nuclear fuel material, by a method wherein the nuclear fuel material is made to contain a ceramic matrix which has particles of the nuclear fuel dispersed therein and is inactive under the irradiation and a specified gap is made to exist between the matrix and the particles, while the matrix is made to have a lower thermal expansion coefficient than the particles of the fuel. SOLUTION: A nuclear fuel material contains a ceramic matrix which has particles of nuclear fuel dispersed therein and is inactive under irradiation and a gap of 1-10μm exists between the matrix and the particles, while the matrix has a lower thermal expansion coefficient than the particles of the fuel. This matrix is inactive under the irradiation and has a small effective neutron absorption cross section and a low swelling property under the irradiation. The matrix is constituted of the ceramic of spinel such as spinel MgAI2 O4 or an oxide such as MgO magnesia or an yttrium oxide Y2 O3 , for instance. The matrix used herein is constituted of the spinel MgAI2 O4 preferably.
