PROBLEM TO BE SOLVED: To facilitate the new preparation and the change of a system by allowing CPU to manage the intermediation of a message between a display operation part and a function processing part and the situation of the operation of both parts. SOLUTION: When the state of a monitoring device changes, a communication control part 5 in the function processing part 3 receives the generation of an event to distribute an event informing message from a message processing part 13 to a service distributing part 11 in CPU 4. The service distributing part 11 distributes a message to an object to be managed by an object management part 8 according to the event informing message from the communication control part 5. An object management part 8 retrieves the display operation part 1 to inform the event and an event distributing processing part 10 distributes the event informing message to the display operation part 1. The display operation part 1 receives the event informing message and changes picture display according to an attribute stored in a display attribute data storing part.
